Rebuilding Haiti: exercise accountability, infrastructure

Cindy Corell reports from a conference titled "Haiti - Rise up and walk" that any future success in that republic will demand new kinds of thinking. Why, Corell asks, do rebuilding efforts never seem to gain ground, and what can be done?

The conference brought all those questions to the table. And this time, as Bishop Jean Zache Duracin of the Diocese of Haiti and others presented their [$200 million] master plan for recovery, they took it one step further. If they must rebuild, they said, they must rebuild for a future and do it in ways that encourage growth.

....

But the overarching message that came from the week was that if Haiti is to move forward, the people will need leadership with a new way of thinking. That came from the keynote speaker, Haitian economist Kesner Pharel.

"We need a new way of managing," Pharel added. "We need a new way of leading."

....

To the American partners, Pharel said: "You need to be more demanding of the Haitian people."

Read it all, then chime in: what forms of assistance and leadership models are needed for this moment?
