Bishop Howard of Florida rejects Panel of Reference proposal

Does the Archbishop of Canterbury really like this strange notion of parishes being empowered to choose an alternative bishop of their own liking? Does he really not see where all these attempts at appeasement lead everyone? Bishop Howard is quite right to reject the proposal.
